Government policies often spur the adoption of new technologies. Earnest development of fuel cell vehicles began when the State of California required auto manufactures to put zero-emission passenger vehicles and zero-emission transit buses on the road to help reduce air pollution. Since 1999, state and national policies around clean energy and fuel independence have zero-emission transportation as a key component. Fuel cell vehicles will also address new policies aimed at reducing greenhouse gases.
